Eric Holthaus, a meterologist in Wisconsin, demonstrates how freezing temperatures turn boiling water into snow (it was -21° F with a wind chill of -51° F).
*Caution* There are many stories of people who attempted this unsuccessfully and got burned!
According to climatologist Mark Seeley, the cold air holds less water vapor than the warmer air, while the boiling water is giving off lots of water vapor (the steam you see rising from the pot). When the hot water is thrown into the cold air, the air gets more water vapor than it can hold. The water vapor clings to tiny particles in the air, crystallizing into snow.
